Why does the message "Try to load another SCommCom.dll" appear?

If an other tool is using a different SCommCom.dll (Webconnect, Visi+, OPC...) than PG5, an error message will appear when opening PG5

Symptom
The following message window will appear:

Reason
There are several tools using the SBC Communication Driver (SCommDrv.exe, SCommdll.dll). If they are not using the same version of the SComm.dll, it is not possible to run them at the same time.

Tools using Scomm.dll:

Webconnect
Visi+
Merz OPC
Various SCADA systems
All tools from the PG5 controls suite
