Why it's not possible to use the whole memory of a file system on flash?

When i use for example a PCD3 Compact with 1MB Flash File-System (INTFLASH), the FTP-Client stops downloading data after max. 900kB.

 

There are more or less 100kB of the File-System memory reserved by the PCD system (64kB are reserved for the File-Compression feature and also some more reserved blocks). The same rule applies to the other PCD file system sizes / devices.
