Can I open all files written by the Files System FBoxes with a tool like Excel?

No, even if you choose the file extention .csv it does not mean, that the file has comma separated format readable from excel.
Log to File FBoxes
The Log to File FBoxes do create files in csv-format. They can be read with excel.
All other File System FBoxes
All other File System FBoxes like "Write Integer, Write Text/DE, Write Binary" do only write the data to the filesystem in binary format. They can be reloaded to the PCD with the "Read Integer, "Read Text/DB" and "ReadBinary" FBoxes etc. When storing recepies these FBoxes can be used. If the data should only be available for the PCD but not for the enduser as Logfile.
