When a new user key is created, is it necessary to get a new licence number from Engiby for Modbus M-Bus etc..?

If a existing customer buy a new PG5 library (e.g. the S-Web Editor Advanced) and he had already a licence number for a Modbus library, does he need a new licence number from Engiby?
No, in case the customer name (user name) has NOT been changed it isn't needed to get a new licence number from Engiby because the licence number from Engiby checks the user name in the User Key.
