Can a PCD6.M3 with ethernet-module also be CPU 1 in a multiprocessor system?

No. This is a PG5 restriction. The ethernet configuration can only be loaded to CPU 0. It is not possible to configure the PCD6.M3 with ethernet-module as an other CPU than CPU 0.
